The office of the Chief Scientist is the main governmental organization in Israel supporting industrial research and development.

The OCS provides a range of programs and funding tools answering needs in the entire value chain of R&D and innovation, starting at supporting applicative academic research and encouraging academy-industry partnerships via the various Magnet programs, through the support of technological ventures in their early stages via the Tnufa program and the Technological Incubators program, through the encouragement of competitive R&D via the R&D fund and up to the encouragement of international collaborations, as a measure to strengthen Israel's position as a global knowledge hub and as a tool to support penetration to international markets, increasing exports and creating employment opportunities.

The Cleantech sector is constantly growing, globally and in Israel, as a result from global trends of preserving natural resources, tightening environmental regulation and a range of governmental initiatives aimed at encouraging sustainable growth. The OCS, as part of its activity to promote knowledge based and globally competitive Israeli industry, supports the Cleantech industry through the various tools and programs it operates and through dedicated tools targeting the Cleantech sector.

The OCS is the main factor promoting innovative green industry within the framework of green governmental initiatives, among others, the Newtech program to promoting the Water and Renewable Energy industries, the national program encouraging the development of alternative transportation fuels, the national program aimed at reducing GHG emission and the "Green Growth" Program.
